I think you need a flat iron...the guy from this korean salon did something like that to my hair after I had it cut. He took sections of my hair with that comb (steel at the end) tug it gently-ironed it and when he was about to reach the bottom (3 inches) he sort of curled it inwards to have the volume and held it out a bit before letting it fall back into place...sorry for the weak description
