Penang State Health Director

It has been a whirlwind month into my new role, visiting the 6 public hospitals, most of the Health & Dental District Offices and a few health clinics in Penang. This was a humbling experience, meeting a lot of hardworking people, learning and understanding the health landscape in Penang. There are 6 public hospitals within 5 districts: 2 on Penang Island, known as Pulau Cluster and 4 on the mainland part of Penang, known as Seberang Perai Cluster. The Pulau cluster consists of H. Pulau Pinang (cluster lead) and H. Balik Pulau.  The Seberang Perai cluster consist of H. Seberang Jaya (cluster lead), H. Kepala Batas, H. Bukit Mertajam and H. Sungai Bakap. Majority of our hospitals in Penang are more than a century old. H. Pulau Pinang (started 1854; 1163 beds) H. Balik Pulau (started 1883; 72 beds) H. Sebrang Jaya (started 1995; 413 beds) H. Kepala Batas (started 2003; 134 beds) H. Bukit Mertajam (started 1890; 242 beds) H. Sungai Bakap (started 1891; 195 beds)   Cluster Hospital idea was initiated a decade ago as an organizational transformation initiative where a MOH hospital is transformed to then be grouped into a cluster, headed by a specialist hospital. The cluster concept aims to improve efficiency, equity and accessibility to specialist care and reduce gaps between specialist and non-specialist hospitals. Through the creation of a ‘cluster hospital’, all resources including human resources, expertise, equipment, and facilities are optimized and shared by these hospitals. To date, we have 42 MOH cluster hospitals. Since 2021, MOH is focused on sustainable development and strengthening governance & operations of cluster hospitals to better coordinate and integrate its services, administration, training, and provision of care.

It had been awhile since I last visited Hospital Kepala Batas. The hospital had been the site of many memories some good and some bad during HIS Implementation.
